Sand Plantain  (Plantago indica)
Plant: Annual  coarsely hairy erect to spreading herb.  Native to Eurasia.
Flowers: At the end of an elongated main stem, generally dense egg shaped 1 inch clusters of  many flowers.
Leaf: Opposite on the main stem, thread like or linear, without leaf stem, 1 to 3 inches long, margins are smooth.
Flowering period:   July to November
